CMP UPDATE: APRIL 2024
April 12, 2024
Civilian Marksmanship Program▸The First Shot▸CMP UPDATE: APRIL 2024This is the second semi-annual update to CMP’s many loyal customers and competitors. I’ll continue to issue these semi-annually to give you some insight into the many activities ongoing at the CMP. When I wrote this six months ago, there were many comments and questions. I think we did a pretty good job answering those, so keep them coming – the dialogue was constructive. As we sit here six months into the fiscal year, it’s amazing how much activity is ongoing at the CMP.
Below is a summary of highlights provided for transparency and to keep you current with upcoming events and new initiatives. In addition to this note, I’ve also included the link to our latest CMP Sales Update which also has some important information – visit https://myemail.constantcontact.com/CMP-Sales-Update-April-10–2024.html?soid=1105372907623&aid=VvvDk3HVJoY to view our latest Sales Update.
Thank you very much for your support, and I hope to see many of you later this spring and summer at our events.

The Junior Rifle Camps, held around the country during the summer months, are excellent tools in developing each athlete’s physical and mental aspects of the sport. Camps offered include 3-Position Air Rifle, Advanced Standing and 3-Position Smallbore – all led by current collegiate rifle athletes. Find a full schedule, review camp information and register today through our website at https://thecmp.org/camps/.
Be sure to register early for all CMP events in order to allow us ample time to prepare!
CMP’s Laser Shot Simulator:
- JTS Training for Local Officers: We held a successful first Judgmental Training Software (JTS) training session in Ohio with the nearby Danbury Township Police Department on March 5, 7, and 12. All nine officers in the department ran through virtual scenarios to train their judgment in high-pressure situations.
- Simulator Competition: The first “Simulator Competition” was held in conjunction with the 2024 JROTC National Championships at Camp Perry, March 21-23. Cadets in the competition had the chance to qualify for a head-to-head elimination final, with winners receiving gift cards and new CMP merchandise. Winning the inaugural match was Joshua Romero of Pueblo County High School Army JROTC from Colorado. Maximus Wilcox, also of Pueblo County HS Army JROTC, found second, as Alex Johnson of the Utah Military Academy Air Force JROTC ended in third.
- National Matches Simulator Event: Likewise, a simulator match for both rifle and pistol has been added to the Camp Perry National Matches schedule for 2024. These competitions are part of the simulator’s “Steel Challenge” application and allow participants a chance to view the simulators in a competitive environment. We will be offering additional competitions to follow in the future.
- Rent Our Simulators! Simulators are now available to rent by the hour! Only $100 for access to both of the units as well as any of the simulator firearms. Contact Ryan Hinson at (419) 635-2141, ext. 707 or email rhinson@thecmp.org for more details.
- Alabama Installation: Mobile simulators for the Alabama locations are expected to be delivered in late April, along with the new M1 Garand simulated firearms for CMP South – set to be available for D-Day events at Talladega!
- For the Future: Stay close to the CMP for updates to our simulator offerings, including the start of virtual competitions across the country! Learn more about our simulators at https://thecmp.org/ranges/cmp-competition-centers/indoor-marksmanship-simulator/.
- Competition Center Rentals: Don’t forget, our CMP Competition Centers in Ohio and Alabama are great locations for your meetings and team outings. Contact Catherine at (419) 635-2141, ext. 704 or email cgreen@thecmp.org for more information.
Sales: First, it’s important for you to understand that proceeds from firearms sales reduce the cost of CMP marksmanship competitions and firearms safety programs and make possible CMP marksmanship innovation, youth programs, scholarships and competition centers. These sales effectively enable all we do.
- M1911 Pistol Options: A couple of months ago, we received the fiscal year 2024 tranche of surplus M1911s from the Department of the Army – 10,000 of them, which is fantastic. In terms of orders and availability, we are still in the process of filling M1911 orders for Round 4. We expect to announce Round Five this fall, once Round 4 starts winding down. And, I’ll give you a status update on that in October in my next update. While we are still assessing the pistols we just received, it looks like the quality is pretty good.
- Commercial Gun Sales: The tentative release of commercial gun sales at the CMP Talladega Marksmanship Park is set for June 1. Such commercial firearm companies to be featured within the facility’s Pro Shop includes GLOCK, Tisas and Kimber Manufacturing, with more to come in the near future. The CMP is pleased to announce our partnership with Tisas USA to provide an extraordinary CMP-branded, museum-grade replica of the M1911A1 to our many customers and competitors. Stay tuned for updates as we release more information in the near future.
- Surplus Ammo Transfer: We received a tranche of surplus ammunition from the Army in January of this year. While most of it was .22, we did get some .45 caliber ammo, and we’ll begin selling that on the CMP e-store on May 1, with a set amount reserved for competitors at reduced pricing. We have just over 400,000 rounds of .45, and we expect the demand to be high. So, as we stressed in our CMP Sales Update . . . please get your paperwork in order prior to May 1!
- Update on M1917s, M1903s, Navy rifles: The M1917s and 1903 rifles are limited in quantity, with no future plans for those models in the foreseeable future. Navy Mod 0 and Mod 1 rifles were just released in April, as many of you saw from our CMP Sales Update. Again, we are selling what we have in inventory for all of these fantastic rifles, and once they are gone, we don’t expect to see more transferred from the Department of the Army/Defense – at least not in any significant quantities.
Lockton Insurance Relationship: The CMP continues to offer clubs and members of the CMP community access to a wide range of affordable insurance solutions through our partnership with Lockton Affinity Outdoor. Starting at $50 per year, coverage with Lockton Affinity Outdoor helps protect against loss to personal items, property damage, third-party injuries and more. Learn more at https://locktonaffinityoutdoor.com/cmp/.
Missouri Facility: Recently, the CMP Board members revisited the project for the facility in Columbia, MO., (donated to the CMP from the MidwayUSA Foundation in 2022) and are developing use cases in terms of how that facility can best meet the shooting and training needs of the MO and Midwest population. I’ll provide a status update on this in my next semi-annual note.
CMP Scholarships: The CMP received over 400 applications for this year’s scholarship program! The deadline to apply ended on March 31, and the CMP Scholarship Committee is already hard at work reviewing the accomplishments of our talented junior student-athletes. CMP is offering one-year $1,000, $3,000 and $5,000 scholarships, along with four $20,000 scholarships ($5,000 over four years)! Special scholarships to those local to Camp Perry, Ohio, and Anniston/Talladega, Ala., will also be awarded.
Well, I don’t think anyone has to worry about being limited to purchasing 6 Garands in a year. I can’t even get one purchased in 4 months. At this rate It would be 2 a year if ordered individually. As nice as the replies I have received are it does not seem anyone at the CMP is concerned at all about the delivery lead time. That would be if I actually had an order in. Last email was that the CMP had received my order but will place it at a future date when my order form makes it to the top of the pile. How high is this pile of orders? Inquiring minds would like to know. I know I am not the only purchaser wondering why the wait time is so much longer than it should be.
I submitted an order form for an m917 that was confirmed by email to have been received January 10th. I see in the forums that folks that submitted months after myself are receiving their rifles. Can someone help me understand what the holdup is with mine? I have sent a few emails to various cmp addresses inquiring about this and haven’t received a reply other than that my order was received.
Also a new customer.
My order packet arrived at the CMP, in early February. I received confirmation of paperwork received exactly a month after the date it had arrived. But, I had not heard anything since… The only updates I’ve been getting have been through the various forums etc. I did send an email in (asking about the status of my order) at the end of March, before certain grades were marked sold out on the website, but had not heard back at all… Thanks in advance for any response.
All the best,
Ben
Good Morning Ben, Can you send an email to me at mhille@thecmp.org with your full name and phone number. I will look into your order status for you and get back to you ASAP.

Your April Update states “So, as we stressed in our CMP Sales Update . . . please get your paperwork in order prior to May 1!” What paperwork? I cannot update what I do not understand. I have purchased from the CMP store in the last 12 months.
Joe,
Here’s a link to the eligibility requirements https://thecmp.org/cmp_sales/eligibility-requirements/.
Thanks,
Christine
Joe, Can you send an email to me at mhille@thecmp.org with your full name and phone number, I will look up your account and make sure everything is up to date for you.

Could the entry period for the ACES postal matches open a few weeks before the beginning of each quarter? This would allow competitors to register and pay early, so the targets can be mailed on Jan. 1, Apr. 1, etc. This would be especially helpful in Q4 since the targets must be received in early December. Thank you for considering this.
Drew,
I will forward your comment onto our Air Gun staff to see if they could adjust the registration period for each Quarter.
Thank you,
Christine
When the 1911 round 5 is announced, can we get some clarification as to what constitutes a year for an additional pistol? Is it calendar, fiscal, date of order receipt, date of acquisition, or? Thanks for all your great work.
Tom,
I’d say within a year of when we start shipping Round 5 orders. Of course depending on what random number you get it could/should be sooner.
Jerry
Over the past year, I have tried to update my club (GCA member) and ordering credentials via email at least twice, and it never gets updated. I also don’t get a follow-up stating if they even got it or if there is a reason why it wasn’t updated. Perhaps there’s a staffing issue with keeping up with emails, but I also see from other posts that I’m not the only one. I am mailing copies of my 2024 documentation today, since I have no faith that they’ll even be looked at if emailed again, and I certainly hope that it doesn’t fall onto deaf ears or the “will get to some year that we have time”, since this is costing CMP orders that can’t be made.
I also have not received my membership card, I need that for my trip to the North Store. And I have requested that my membership # be sent to the CMP for purchases via mail order with no response. I’ve tried to contact them twice. The invoice number is 200247 and the transaction number is 80314634018. Maybe the CMP can rattle their cage or do I have to join a different group? I do have orders in the pipeline and I know I’m going to get a call some day saying my membership has expired then what?
The GCA cards are now digital and sent to you in an email. I just received mine after I paid my dues. You can log into your GCA account and see if you are up to date.
Hello Dave, Can you send me an email at mhille@thecmp.org with your full name and phone number. I will look up your account to be sure that you are up to date.
Thank You,

Any chance the Western Games can be moved back to March? The motel costs are not much better in October and I know when the CMP got input from the shooters they were in favor of keeping the games in March. For us residents of the cold western states March was a nice warm up to the start the shooting season, and October interferes with our hunting seasons (applied marksmanship!).
Also, any chance to update the Competition Tracker for the Vintage Sniper Match to show the Top 100 for all registered match scores and not just those from the Nationals?
Randy — we’ll see how things go with the Western Games this Oct and then reevaluate. The results from the survey were in fact pretty mixed.
In the past we actually had many more competitors show in Oct which is an important factor for us.
I’ll ask one of our staff to respond to your Vintage Sniper question. Thank you.
Jerry
Can you give any info on the CMP project in Payson Utah?
Mike
I answered this in a query from someone else. If you scroll down you should see the answer. Bottom line — still a work in progress.
Jerry
As one of the commentators, I received a postcard from BLM that CMP has withdrawn from the project there. I did some Googling and found several articles that seem the local residents were organized against it affecting their property values, kids’ hiking, and a bunch of ignorant excuses. I doubt they really know what they are missing. Looks like it will have to go somewhere else, hopefully even closer to me, and someplace warmer in winter.
What is a Navy Mod 0 and Mod 1?
Thanks Paul

RM1MK2 MOD0 7.62 NATO version of the M1 Garand
These rifles were conversions of the M1 Garand to 7.62 NATO using a chamber bushing to convert the barrels from 30.06 Springfield. CMP categorizes these rifles as unserviceable due to the likelihood of “bushing ejection”. These will be inspected and generally complete but will be shipped in an inert state that maintains the rifle’s historical integrity. A waiver must be signed to acknowledge receipt of this NLU as a non-functioning display-piece along with CMPs intention that no attempt be made to reactivate the firearm to a functional state. Parts will not be gauged, and no implication of serviceability should be implied. Transferred exclusively for collectability and display, these rifles are being sold “as-is” with no refunds or exchanges.
Please Note: Customers must fill out the CMP MOD-1 / MOD-0 Disclaimer Affidavit and submit it with their order.

RM1MK2 MOD1 7.62 NATO version of the M1 Garand
The MK2MOD1 was a purpose built 7.62 NATO caliber rifle, built without the problematic “barrel bushing”. The MOD1 has a 7.62 NATO chamber without the barrel bushing and is safe to use with 7.62 NATO ammunition. These rifles have been inspected, repaired as needed and function fired. Cosmetic condition is good, but Throat and Muzzle readings may exceed normal service grade criteria. These are being sold as is. Purchase will require written acknowledgment regarding EXCLUSIVE compatibility with 7.62 NATO, Mil-Spec ammunition. These rifles should not be assumed safe for use with commercial spec, .308 WIN ammunition.
Please Note: Customers must fill out the CMP MOD-1 / MOD-0 Disclaimer Affidavit and submit it with their order.

I had read an article a while ago that there were some negotiations with the BLM to establish a CMP range near Payson, Utah. It would be nice to know the status of this project.
Randel,
The process is still ongoing. I have monthly calls with the BLM and the city of Payson. Updates will be provided as they are available.
Thanks!
Chairman O’Keefe I have a question for you ,I have called and emailed About getting a CMP membership or a number in purchased items from CMP ? Since then I have purchased a M 1 .I’m still a member of Garand Club ,Legion post 61 Nebraska, NRA Eagle membership life .,Nfora membersip and just Nebraska Markmanship assoiation As I don’t want to compete as I at the Golden Age of 72 . just love guns and history Thanks LeRoy ( Butch ) Hassler Sutton Nebraska 68979

I’m a bit concerned about the multiple inquires about the length of time to fill rifle orders. I just mailed my order today (4/12/24) for an M1 Garand. What is your estimate on when this order will be filled?
This was a great sharing of information. Your personal touch is appreciated. I’ll look forward to future updates.
I believe the 2024 Change to the rule for the As-Issued M1911 match is a mistake that should be changed now and announced before the first competition at Perry this year. The very surplus pistols you sell and the new reproductions of them from TISAS you will be selling are not equipped with adjustable sights, the issued pistols never were, nor were M9s or are M17s. Also doing so would cause the collector value to be lost as well as remove the level playing field for competition. A new TISAS or Springfield with adjustable sights is less than a CMP 1911 and far more accurate which would also harm your market. An alternative would be to have two classes, fixed sights and adjustable sights. There are plenty of CMP matches for current adjustable sighted M1911s. FWIW I shot the match at Perry in ’23 with the TISAS model you will be selling, it was great fun and revealed I need more left-hand practice.
Oh No, Boomer mad that 1911 values might go down.
John,
Our Pistol Pro, Jim Henderson, will reach out to you via email regarding your comment.
Have a nice day,
Christine
Any chance surplus bayonets become available again on the e-store?
Thanks for all your great work!
We have not had bayonets for a few years now. If CMP acquires anymore in the future we will have them posted on our E-Store page.
Thank You,
Melissa Hille

Why is it taking so long to get rifles that were ordered back in January? The nice Customer Service folks keep saying they are waiting on the Armor’s to send rifles for shipment.
Thank you.
Hi, Doug!
Sales/ Customer Service has responded correctly. Depending on what you ordered, we are waiting for the rifles to be built and moved into inventory. The Sales Dept. is processing orders from early January for Service grade rifles as those rifles are added to inventory, which is not at a fast pace. This is due to limited supply for that particular grade. If you would like to change your rifle preference, you are welcome to email me at dwarmack@thecmp.org or tjones@thecmp.org (Traci Jones who is the Sales Supervisor). One of us will let you know what your options are and we’ll amend your order.
Thank you,
Deven
Is there a membership program available at this time? I was told there is not but wanted to check again. Thank you.
Steve
Right now membership is through our affiliated clubs.
I do though want to look at establishing a membership program for our Talladega Marksmanship Park and potentially a CMP enterprise-level membership program. The latter is probably something we investigate in 2025.
Jerry
Any pricing and quantity limits or other information available on the 45 ACP ammunition coming up for sale?
Lee — This is what we are planning:
– We will package in 200 round boxes.
– Cost per round = $0.75 ($150 plus $14.95 s/h).
– We’ll sell/discount for $0.65 per round ($130 per box) for competitors at our competitions beginning with the CMP Bianchi Cup in May (not available for the upcoming Eastern Games)
– There’s a small amount of .45 match surplus and it will be priced at $1.235 per round ($247 plus $14.95 s/h).
– Each customer is limited to one box per year.
Jerry
CMP forum has not been fully functional in over 1 year -admins + moderators have not been helpfull at all !!!
when will the CMP end the stock restriction on the M14/1A? you guys completely opened up the M16/AR15 for High Power, why not do the same for the M1A? vendors for beginners:
– Sage International EBR
– Troy MCS Modular Chassis System
– Delta Chassis
– Vltor Improved Modstock System
– JAE-100 G3 Precision Rifle Stock
– ProMag Archangel Precision Stock

When I was at the Western Games last year, there was some mention of a CMP facility in Utah(?). Any updates on that?
Ashley — we do want to better serve our customers in the Western US. We recognize that gap. We are still working through options. I should have a more definitive answer in my Oct update.
We will of course have the Western Games at Ben Avery outside of Phoenix in Oct. Hope to see you there.
Jerry
Any idea if/when more Garand ammo will be available? It took almost 4 months to be issued my customer number and when I attempted to place an order, it was sold out.
I sent in my order on 1/10/2024. I received an email in February stating my order was received on 1/16/2024 and was put in the queue to be placed as an order. The email stated that orders are behind 6 to 8 weeks. So, it has been close to 10 weeks, and I am seeing all the lower grades of Garands being sold out. I still have not received an email stating that my order has actually been put into the system. Do you need to hire more personnel? Maybe you should change the 2-to-4-week time on your web page to something more realistic like 4 to 6 months.
Michael — we’ll research and get back to you via email.
Jerry
$30.00 a day way to much, $10 to $15 would be a lot better
So would $50 Garands and $100 BAR’s but..Sheeesh Mike. $30 for a full day of shooting? I think $30 is reasonable if it assists the CMP in their efforts.
Mike and Dwight — we are a not-for-profit but operating and staffing a world class facility like the Talladega Marksmanship Park is expensive. $30/day seems fair.
Jerry
I hear ‘ya Dwight, and thanks for sharing your opinion. Myself, I’m retired enlisted so it’s not as if I’m rolling in the ‘dough’, but as you mentioned $30.00 a day is reasonable for the use of such an awesome range. Shooting is costly, but not a reason or excuse for cutting corners on keeping such a great place to shoot in quality shape.
Thank you for the update are there any plans to open up 1911 sales beyond two pistols? If so, when?
Second question. Are there any more M1 rifles in the pipeline, perhaps from Turkey or Korea?
David
David,
The limits on the number of pistols/customer is governed by CMP’s Memorandum of Agreement with the Department of the Army which stipulates not more than two. CMP originally self-imposed a limit of one because of the extraordinary demand and our desire to get at least one pistol in the hands of as many people as possible. While it’s possible for the MOA to be amended to allow for more than two/customer I don’t see that happening in the near term
As far as more Garands in the pipeline we are working with the US Department of the Army and Department of State. We believe both countries you mention have significant quantities but this is complicated and not something we control. We’ll keep you informed if anything breaks. Thank you.
Tisas is not on the California Hand Gun Roster, so not approved here, too bad. California is probably a small market concern.
Thanks John — California is actually an important sales market for us. Of course not without some challenges as you state.
Jerry
I like the idea of expanding the Pro Shop to include commercial arms sales. If I buy another gun, I’ll look into buying it at CMP. I live about 50 miles away. Any chance of also expanding ammo sales? I’ve gotten bulk ammo on line dirt cheap. Again, I could just as easily buy it from CMP, if available and similarly priced. Given a choice, I would rather get my shooting supplies from CMP than any of the box stores.
Dave,
We are expanding our pro-shop at the range in Talladega to include commercial gun sales. We are also in the process of changing all of our ammo sales to Hornady, Fiocchi and Eley and hope to have the pro-shop ready for all by 6/1/24. We will post the updates.
Thanks,
Greg
Will we see Garand En Bloc Clips available from CMP anytime soon?
Will you ever offer surplus M14 rifles and, if so when?
I hope you get an answer. I would love to see CMP sell M14’s
It’s extremely doubtful, as M14s are classified as machine guns, whether or not they are de-activated.
M14s are all select fire (full-auto), so no.
Any near-term plans for a CMP range in Arizona, Nevada or Utah?
John,
Yea re in the process of working with the BLM and the city of Payson, UT for a western range. This is an ongoing process and updates will be posted.
Thanks,
Greg
Several Sporting goods and firearms stores online offer 4 Pay option. This comes in handy when many of the weapons are over 1000 dollars each. Breaking down purchasing the firearms into 4 interest fee payments would be helpful. Might CMP consider this payment plan in the future?
Hello Nelson, You’ve got the wheels spinning. It’s worth a consideration. I’ll review that here with the Finance team to see if there’s a way that can be integrated into our payment options. Thank you for the thoughtful feedback.
Very nice update. Thanks
Chuck
your seminar and workshop costs are unreasonable. Combined with travel to your out of the way location makes out of reach for most of us.
Burl — I’m sorry you feel that way. Almost everything we do is subsidized by our gun sales. So they are all actually less expensive than what the actual costs are.
Jerry
Love the info! CMP is world class. So grateful for the shooting opportunities and fun. Keep it up
Kelly — thank you. We are also striving to get better and all these comments help.

The cost for workshops, seminars, use of the range for $30.00 per day, CMP sales and services, all of those costs are very reasonable. I off my E-6 retirement and still manage to enjoy the purchases made from CMP. And as for cost going to and from CMP events, well, that’s not CMP’s problem, not at all. Thank you Jerry, all of you fine folks for the excellent service.
Dear Sirs,
I’m pleased to see the development of the CMP range in Columbia, Mo. I am a registered architect in the State of Mo., an NRA certified Range Safety Office, and have some experience in range design. As I’m in the process of retiring and I would be able to help if my services would be useful. I currently live in Farmington, Mo.
Thanks,
Tony

Our board member Dan Durben is leading this effort and I’ll link you up.
Hello, curious if there has been any information on the CMP reproduction Garands that are eligible for service rifle that were to be released in 2024?
Thank you!
“The new CMP Reproduction M1 Garands that are slated for release in 2024 will be accepted in “as-issued” military rifle events.”.
Gordie,
We are pursuing this but until we have a proven product we don’t want to announce anything officially. More to follow in my Oct update — I hope!
Jerry
Thank you sir!
Thank you for your transparency in operations. My question is why do I often see so much inventory on bolt guns, especially 1903’s, at the other stores but not at the North Store. I cannot do a mail order for a 1903 and that is understandable due to limited supply but it seems that they are mostly not shipped up here and I am bummed to miss out on one. I do think the CMP has improved dramatically under new leadership and I appreciate the new direction.
Thomas — we’ll look into it. If we have the inventory we’ll include 1903s and other bolt guns in what we send up to Camp Perry for the National Matches this summer.
Hi, Thomas!
I greatly appreciate your feedback! Determining what to send or not send can sometimes be tricky, so I work closely with my North Store Manager, Melissa Hille, and we come up with a list of rifles she believes will do well in her store. When we sent our last shipment of rifles to North, I sent what I could of the 03’s which is why you didn’t see many. If Melissa knows some of the North staff will be in Alabama, we get some rifles together to send back with the staff to help keep their inventory flowing. Since the last shipment, we’ve been setting aside 03’s as well as some other items for Nationals that will go up soon.
Thank you for your support of the CMP!

I cannot thank the CMP enough. I love my m1 grand rifles and my 1911 I received in round 4. I shoot them regularly. I am looking forward when the .45 surplus ammo becomes available. I carrier a 1911 and a m14 in the army . Thanks again for your fine organization.
Mike — thank you. We are proud of what we do on the competitions/safety and training side and of course the historic firearms we sell!
Orders for rifle sales seems to be screwed up. I placed an order for a 1917 back in Jan. Called several times about it. Members on the forum are posting their order timeline which is two months after mine and they have received their rifles already. I finally received notice that the CMP has received my order, but no movement yet. Something is wrong there.
Lance — please send me your contact info and we’ll research and fix. GOKeefe@thecmp,org

I’m a new customer. I placed an order for an M1 Service Grade in February. I call once a week to see if there is an update to see if my order is processing. The only update I have received is that my order was received on 2/27. Have they reached February orders yet?
My order arrived January 12th and I have received no word.
Hi, Michael! If you will, please email me your contact info at dwarmack@thecmp.org. I’ll look into this for you.
Hi, Lance!
I just sent you an email updating you on your order status.
Thank you,
Deven
